How to read this. A mandate is the limited power your organization gave an agent: which asset, what it may do, up to how much and until when. Before a platform executes an agent's operation, it asks the engine whether it falls within the mandate. That question and its answer is a verification; it is recorded as evidence with a fingerprint that is later published on-chain.
