The engine runs the same rules it uses in production, in this order: the mandate exists and is active, nobody is frozen, the principal's KYC is valid, the mandate is in force, the asset and action are allowed, platform and counterparty are allowed, the trading window, sanctions, the agent's risk score, the three caps, and finally the human-approval threshold. The first rule that fails decides. Nothing is recorded.
